Monday, April 19, 8:20 a.m. Morrison Hotel, Third Avenue. Officers were dispatched to investigate a report of an assault at the Morrison Hotel on Third, which houses a Downtown Emergency Service Center (DESC) shelter. When they arrived they contacted the victim/complainant, who stated that she worked at the shelter. She witnessed a disturbance caused by the suspect, a transient female and client of the shelter, who was yelling in the common area. Victim/complainant attempted to defuse the disturbance and approached the suspect, who responded by throwing a punch with her closed fist at the victim's face. Victim ducked, and was caught by the forearms and pushed up against the lockers. During the scuffle victim states she was kicked, and officer could see scratches and bruises on her arms. Other clients assisted in preventing further assault by holding suspect until she calmed down. These witnesses had left by the time officers arrived and were not available for interview. An area check for the suspect was negative, and the victim stated that as suspect would probably be barred from the premises there was no further risk of assault. Victim stated she has known the suspect for a while, and this behavior is unusual for her. She noted that the suspect was verbally abusive toward her, but that it was not out of anger but from her animated state of mind. Victim was reluctant to call the police, but she was concerned that suspect's behavior was caused by medication problems, or lack of medication, and that she needed help for her mental problems.
