Sun., Nov. 1, 1:45 p.m., Third Ave. Officer received a radio broadcast that a disturbance had just taken place on Third Ave. and Virginia St., and that there was a woman down on the ground. A couple of minutes later he received another call that a female had just maced some people in front of the Downtown Emergency Services Center (DESC). Officer was within a few blocks of the scene, and was unable to see a disturbance. He was finally flagged down by the victim, who was standing in front of the DESC. He was informed that the suspect had left the scene. Victim smelled of mace and said she had just been maced by the suspect. She reported that she had loaned the suspect $40, and shortly before the incident the victim and a friend were together when she saw the suspect and asked for her $40 back. Suspect asked victim to accompany her to Angeline's Women's Shelter, and she would get her the money from her belongings, which were stored there. The victim and her friend went to the shelter, and suspect went inside and returned with the money. As she was handing it over the victim berated her for taking so long to return the loan. Suspect then got angry and refused to hand over the money. She walked off up the street, followed by the victim and her friend. Suspect refused to hand over the cash, and finally turned around and sprayed the two with a can of mace. The man was hit directly in the face, and when the officer arrived he was inside the DESC washing his face. He came out of the DESC and the officer could see and smell the mace on him. Both victims refused an offer of medical assistance and reported that they were not injured. Officer went to Angeline's, and was shown the bed that the suspect usually sleeps in. A staff member was able to identify the suspect, however an area check was negative. Victims were advised to call the police if they saw her again.
Sun., Nov. 1, 2:06 p.m., First Ave./Lenora St. Victim was selling the "Real Change" newspaper on the corner of First and Lenora when the suspect, an unknown male, walked up and punched him in the chest. Victim flagged down officers and pointed out the suspect to officers. He stated the suspect had told him "Get off the block! This is my neighborhood!" Victim declined medical attention. Officers contacted the suspect, and recognized him as a street person and a chronic crack cocaine user. He stated he did not punch anyone, and that the victim was one of several "Real Change" vendors who try to frame him. He said that the victim wants to have him shot. He admitted that he hears voices that tell him people are out to get him, and he should "get" them before they "get" him. He also stated he was on active Department of Corrections supervision, and had used cocaine the previous night. Suspect was transported to Harborview Medical Center by ambulance for an involuntary mental health evaluation.
